Commercial Trash Disposal Fees
Permitting Fees
Major and industrial haulers and industrial generators
- Permit Application: $100 (includes one vehicle on permit)
- Add/change vehicles listed on permit: $20 each
Minor haulers (contractors/businesses)
- Permit Application: $50 (includes one vehicle on permit)
- Add/change vehicles listed on permit: $20 each
Energy Recovery Facility
- Haulers must have an active hauler account and purchase a swipe card for $10 each.
- Swipe cards are subject to a one business day (Mon. - Fri.) activation period.
- Any swipe card reported lost or stolen will be deactivated immediately.
Payments
- When your major/minor/industrial hauler permit application is approved, you have established a billing account.
- After receiving your monthly invoice, you will have until 12-noon of the last weekday of the month, to pay the amount due in full.
- Any outstanding balances will be charged a late fee at a rate of 2% per month. If your account is past due two billing cycles or more, your privileges to use Oswego County Solid Waste Facilities will be revoked.
- Accounts past due two billing cycles or more will be sent to the County Attorney for legal prosecution.
- There is a $20 fee for all returned (bounced) checks. Hauler accounts will be locked until the returned check clears and $20 fee is paid.
Weighed Tipping Fees
- Minimum charge for weighing in: $10
- Waste brought directly to transfer station: $80 per ton
- Waste brought directly to Bristol Hill Landfill or Energy Recovery Facility: $52 per ton
- Fish waste is accepted at Pulaski Transfer Station: $80 per ton
- Fish waste for landfilling: $52 per ton
- Appliances with CFC refrigerant: $15 each
- Brush and tree waste: $80 per ton
- Compostable material: $20 per ton
- Vehicle loading fees to receive compost: 2 to 4 wheel vehicle, $5; 6 wheel vehicle, $10; 10 wheel vehicle, $15
- Asbestos: $100 per ton
- Other special materials: $0 to $100 to be determined on a case by case basis
- DMV weight certification: $10
- C&D clean wood brought directly to the Energy Recovery Facility: $35 per ton
Waste Disposal
- All loads entering facilities must be weighed in and out.
- All loads must be properly secured/covered.
- All haulers must follow the instructions of the transfer station attendant (Local Law III of 1990, section 4.2(b).
- No waste generated from outside of Oswego County will be accepted for disposal. Sealed containers are NOT accepted for disposal.
- Liquid wastes are NOT accepted for disposal.
- Clean fill (asphalt, clean soil, stone, brick) is NOT accepted for disposal at any County Solid Waste facility.
- Loads must be sorted (i.e. no recyclables mixed with wastes, or vice versa) or they will NOT be accepted for disposal.
C&D Disposal
- Burnable C&D includes wood, asphalt siding and shingles, roofing, plastic pipes, etc. A pickup truck, or less, of burnable C&D can go to the transfer stations. Larger loads are at the discretion of the transfer station attendant and may be required to go to the Energy Recovery Facility (ERF). A valid hauler permit and swipe card is required to use the ERF.
- Nonburnable C&D includes sheetrock, plaster & lath, asbestos or fiberglass shingles & siding, ceramic tubs, sinks, tiles, etc. Loads of nonburnable C&D go directly to the Bristol Hill Landfill.
- Clean Wood C&D accepted at the Energy Recovery Facility (ERF). A valid hauler permit and swipe card is required. Minimum load size: 20 cu. yd. roll off box or 10 wheel dump truck. At a minimum the load must be 95% wood. Wood must be broken up to less than 4 ft. in length, profile no bigger than 6" x 6". Load cannot contain unacceptable materials (hazardous waste, steel, concrete, brush or tree waste).
- Small amounts, less than a pick up truck load, of mixed (burnable and nonburnable) loads of C&D can go to the transfer staion.
- All scrap metal, metal sheeting, pipes, plumbing fixtures, etc., must be separated.
