Public Invited to Comment on NYS Consolidated Annual Performance Report
Oswego County - The State of New York is making a draft of its Consolidated Annual Performance Report (CAPER) for program year 2008 available for public comment in accordance with provisions of the National Affordable Housing Act.
“Federal regulations require New York State to submit a CAPER to the United States Department of Housing and Urban Renewal (HUD) each year by March 31,” said Brian McCarthy, Director of Intergovernmental Affairs for the New York State Division of Housing and Community Renewal.
He continued, “The CAPER describes New York State's progress toward its strategic goals for affordable housing and community development as it administers funding to four important HUD programs. These include: the New York State Community Development Block Grant (CDBG) program; the HOME Investment Partnerships (HOME) program; the Emergency Shelter Grant (ESGP) program; and the Housing Opportunities for Persons with AIDS (HOPWA) program.”
In compliance with federal regulations, the public is invited to review the draft New York State CAPER and to offer comments on the document.
The 15-day public comment period will begin on Friday, February 27, 2009 and end on Friday, March 13, 2009.
To help ensure that interested citizens participate in the process, the draft 2008 CAPER will be available during the public comment period on the New York State Division of Housing and Community Renewal (DHCR) Web site at www.nysdhcr.gov. In addition, copies can be requested by or by calling 1-866-ASK-DHCR (1-866-275-3427).
Comments can be submitted by e-mail or traditional mail. E-mail comments must be sent by Friday, March 13, 2009 to . Mailed comments must be postmarked no later than Friday, March 13, 2009 and sent to Brian McCarthy, NYS DHCR, Hampton Plaza, 38-40 State Street, Albany, New York 12207.
