NYS Office of Children and Family Services
& Oswego County Social Services Department
Launch Free Online Training to Prevent Child Abuse & Neglect

New York State Office of Children and Family Services (OCFS) Commissioner Gladys Carrión, Esq. and Oswego County Social Services Commissioner Frances Lanigan have announced the launch of a free online “Mandated Reporter” training program to strengthen the front-line defense against child abuse and neglect.

Based on the official State Education Department (SED) approved curriculum, this new Internet-based program is available 24-hours a day, seven-days a week to professionals required to complete the “Mandated Reporter” training as a condition of their SED licensing.

Mandated Reporters are professionals, such as doctors, nurses, social workers, and teachers, who under state law are required to report to the Statewide Central Register (SCR) for Child Abuse and Maltreatment when they suspect or have evidence that a child has been the subject of abuse.

Mandated reporters who willfully fail to make a report can be found guilty of a Class A misdemeanor and may be subject to civil penalties.

Features of the two-hour online Mandated Reporter training program include:

  • Electronic registration and linkage to SED for the purpose of documenting participation in the legally-required training

  • Separate modules that allow participants to complete the training over several sessions -- within 30-days

  • Video simulation of an actual call to the State Central Register (SCR) to familiarize mandated reporters with what to expect when making a report

  • Real-life scenarios customized to the various legally-required professions (medical, law enforcement, education, child care and social services), which will allow participants to “put their knowledge to the test”.

“Access is easy,” said Commissioner Lanigan. “Professionals just need to point their Internet web browsers to www.nysmandatedreporter.org, enter the site, then click on the 'Online Training' link on the left side of the page.”

For those registering in STARS, the program can be accessed under “Mandated Reporter Online Training.”
