SWARTZ IS HONORED IN PARISH - Oswego County Legislator David Holst, District 4, (left) congratulates Fred Swartz of Parish for more than 40 years of service to the community. County, town and village officials in Parish recently honored Swartz, who began serving in 1972 as a member of the grievance of board of review. Swartz also served as town councilman, a member of the joint planning board for 31 years, and as deputy town supervisor for 14 years.
