Since the enactment of the American Rescue Plan Act (ARPA), Oswego County has been developing Recovery Fund implementation plans that will help spur an equitable economic recovery throughout our communities. We plan to invest these critical funds to ensure the health and well-being of our residents and the economic vitality of our local communities.

County leaders have met with a variety of stakeholder groups that fairly represent our businesses, educational institutions, the not-for-profit community and government service providers.  Our intent in these preliminary sessions was to get an early assessment of the needs in these sectors as we worked with our federal partners to better understand the still evolving rules and regulations associated with these funds.

The County has since established the Office of Strategic Initiatives to oversee these and related funds that have become available through this historic federal allocation.  The County Legislature is committed to allocating these financial resources through a very thorough and thoughtful process, ensuring that they are properly applied to eligible areas of need and in a way that will lead to long-term and transformative investments.

The Chairman of the County legislature has established an ARPA Task Force to review and recommend investments to the Legislature for final authorization.  The group is comprised of both public and private sector members from throughout the county with an appropriate variety of knowledge and expertise that will ensure the careful deliberation of the requests we receive for the use of these funds.
