The Hyper-Reach Broadcast Notification Service is capable of sending a message to targeted households at a rate of 10,000 telephone numbers per hour.

If no one is home, the Hyper-Reach system will leave a message on an answering machine. If the telephone number is busy, or there is no answer, the system will make repeated attempts to reach the telephone number.

Hyper-Reach can be used during missing children alerts (amber alerts), hostage situations, hazardous materials incidents, or when large numbers of the population need to be notified or evacuated.

The Hyper-Reach system uses land line telephone numbers provided by the telephone companies that serve Oswego County. Hyper-Reach is also capable of calling wireless telephones, sending text messages, and communicating via TTY.
